Query settlement report scoped to the authenticated billing user (self-service)

/reports/settlements/self

Same schema as /reports/settlements, but authenticated end users may only query their own resolved billing user. The server enforces billing_user_id from the token/request context and keeps billing_account_id as the parent payor scope.
