Current Billing State now includes a compact wallet_balance for user-scoped views and an explicit null for account-scoped views. Effective plans, subscriptions, billing mode, and wallet calculations use one server-selected logical as_of.
The full Wallet endpoint remains available for grant composition and conversion diagnostics.
TypeScript and Python SDK 0.3.0 expose the new Billing State contract. Python generated models now accept and preserve unknown fields; TypeScript retains its existing unknown-field pass-through behavior.
This change has no compatibility window. Internal consumers must upgrade the SDK and read wallet_balance from Billing State without a fallback Wallet request.

Exact rational meter revenue and cost rating replaces block-oriented pricing and legacy rounding buckets.
Contract pricing v2 applies auditable exact-rate adjustments to catalog rates.
Gate supports caller-owned lease references; unsuccessful work needs no follow-up Gate request because authorize reserves nothing.
Budgets support caller-owned budget references for authorize and ingest while retaining budget_id for management.
Entitlement errors identify the rejected feature/family, and billing-user provisioning now enforces the default plan assignment atomically.

This release has no compatibility or data-migration path for the replaced pricing and reference models. See Breaking changes.
